No, they just didn't expect the fucking city to flood! Had they known, they probably would have acted differently. But most hurricanes don't require complete evacuation, merely refuge until the storm passes, the waters subside, and everyone can go home. Regretfully, the water subsided INTO the city, instead of out of it.

Whenever the city is below sea level and floods on a regular rainy day, the government knows that it will flood for a hurricane. If you have ever been to NO you know they close the gates to the city when it rains to stop water. And whoever said it was absolutely correct, if they wanted ppl out they should have provided transportation for them to get out before the fact. New Orleans is definitely one of the poorest if not the poorest city in the US (by city I mean place that the majority of ppl have heard of not just residence). It has all turned into one big mess and regardless of the situation someone needs to go in there and help these ppl before there isn't anyone else to help.

Ultimately, it's ridiculous to assume that the message reached everyone.I don't think you realize how poverty stricken many areas of New Orleans are. The fact is that there were thousands of people who had no means to leave the area and had no means to receive information about the severity of the situation.
