any reccomendations on this, i'm kinda knew to this area and was wondering if anyone could reccomend a transmitter/receiver pair opperable with this kind of range?

Use a cellphone (seriously). Get something with unlimited in-network calling, and simply pair it with another of the same type and run your data line over that. You should be able to reliably stream commands, data, and even low framerate video. Cells are already meant to operate long periods with low power consumption, it already has power filtering circuitry built in, and they're cheap.
