In XP Pro, how does one set on NIC up as the "primary" and the other as the "secondary?" Ideally I'd like my second NIC to only be implemented when I'm connectiong to a device on the LAN it's connected to and have my primary NIC to be what's used for everything else. I had 2 NICs and was tired of latency of going through the complexes switches to get to another LAN in my room.

Hmm...do you really need to specify a primary and secondary?To make sure that I understand your setup, each NIC is connected to a separate LAN, right? In that case, I'm pretty sure Windows is smart enough to figure out which card to use depending on what it's trying to access. I currently have two NICs, each connected to a different LAN. The only specifying I had to do was to tell Windows which NIC to find the internet on.To do this, go to Control Panel -> Network Connections -> Network Setup Wizard. When you run the wizard, you probably want to select the 'This computer connects directly to the internet..." option. The wizard should ask you which NIC is the correct one for connecting to the internet.
