MC Solaar is about the only foreign rapper people in the US have heard of, but the whole french hip-hop scene is blowing up these days; some other French stuff to check out is Iam, Kamnouze, and Hamed Daye. really, there are tons of hot emcees from france now.

but if you're looking for some seriously fly shit, check out Bad Copy from Serbia. and if you're just talking foreign, rather than strictly foreign language, Loop Troop is a pretty tight group from Sweden as well.
