if users were limited to something like 5 new threads a day (not posts, but new threads) it would make people think an extra second before starting a new thread in chitchat -- and yeah, i know, ive made crappy threads too

there's already flood control, but it might be nice to allow moderators to restrict user's thread-posting abilities a little further; maybe not let the mods suspend thread-creating privileges, but something like ZiP is suggesting might be nice for some of the abusers.
